They are dressed in clothing, and one of the first characters we meet is Gus the Racally Poodle, who is sportily dressed, plying a gold-plated toothpick, and smoking a cigar! It reminds me of a black/white detective story with this being the main plot line: "The fellows have a good time as the police search for Hoimie-the-Stoat, a good-for-nothing but clever weasel.")
